NSW Premier Gladys Berejiklian has detailed the step-by-step roadmap to lift Sydney and the state out of lockdown.

At 70 per cent of the population fully-vaccinated, expected before October 25, the following restrictions will be lifted for fully-vaccinated Sydneysiders:

  • Up to five visitors will be permitted in homes (including children).
  • Gatherings of up to 20 will be permitted outdoors.
  • Travel to regional areas will be permitted.
  • Non-essential retailers will reopen under the four sqm rule.
  • Pubs, clubs and restaurants will reopen under the four sqm rule.
  • Hairdressers, barbers and beauty salons will reopen under the four sqm rule, capped at 5 clients per premises.
  • Gyms, recreation facilities and swimming pools will reopen under the four sqm rule, with classes capped at 20 people.
  • Stadiums, theme parks and zoos will be allowed a 5000-person capacity.
  • 500 people can attend indoor, seated and ticketed events.
  • Cinemas will reopen with up to 75 per cent capacity.
  • Funerals and weddings will be permitted with up to 50 guests, with dancing allowed at weddings.
  • Places of worship will reopen with the four sqm rule enforced.

At any time, however, localised restrictions on movement may be enforced based on health advice.

A sudden surge in cases among the unvaccinated population in an LGA, for example, will require residents to stay within their LGA for shopping, services and hospitality.

Masks will also continue to be required indoors.

Unvaccinated children under 16 will only be permitted to access indoor settings with fully-vaccinated members of their household.

The Premier stressed there is no fixed date for the roadmap to be brought into effect.

“We will get to 70 per cent double dose when people get their second dose, when people come forward to get vaccinated and these freedoms will  come into place the Monday after that occurs.

“We don’t want to put a specific date on that.”

At 80 per cent fully-vaccinated, “our eye will be towards international travel as well”, she said.

Freedoms will be reinstated this Saturday September 11 in regional areas where there have been no cases for 14 days.
