New suburban NRL grounds are in doubt after Sport Minister Stuart Ayres admitted there are budget limitations.

The NRL had said a Sydney Grand Final was conditional on an upgrade to Brookvale oval, Shark Park and Leichhardt oval.

The government has announced a $300 million redevelopment of Penrith stadium, Minister Ayres’ electorate.

He told Ben Fordham discussions with the NRL are ongoing.
