Minister for the National Disability Insurance Scheme (NDIS) Bill Shorten announced last week to “reboot” the scheme after it was revealed it was costing taxpayers $35 billion a year.

When Wayne Swan handed down his final budget in 2013, his projections suggested by 2023 the scheme would cost $25 billion. The fact is it will hit over $35 billion this year, and blowout to $90 billion in a decade if it isn’t rectified. 

Senior fellow at the Menzies Research Centre, Nick Cater, believes the cost blowouts are “uncontrollable” and has outlined what Bill Shorten needs to do to fix the crisis.
