USA to step up manufacturing in an effort to match competition from China

The scope of the bill, the result of at least six Senate committees, reflects the many fronts in the U.S.-China rivalry and offers a rare glimpse at bipartisanship to embrace a nearly quarter-trillion-dollar investment in building up America’s manufacturing and technological edge.
